VAT for nurseries in the GCC: UAE, Saudi Arabia, Bahrain, Oman, Qatar and Kuwait (2026)

Disclaimer

This guide is operational context for centre administrators, not tax advice. VAT classification, registration, and invoice wording depend on your entity, regulator recognition, and your adviser. Confirm material decisions with your tax authority or a qualified tax adviser before you set rates or parent-facing copy.

Zero-rated vs exempt: why the difference matters

Zero-rated supplies are taxed at 0%. In regimes that allow it, businesses can usually recover input VAT on related costs, subject to local rules. Exempt supplies sit outside the VAT charge in a different way: output VAT is not charged, and input VAT recovery on related costs is typically restricted or denied.

Mixing the two labels on parent invoices or in your fee policy creates false confidence. Your adviser should map each fee line (tuition, uniforms, trips, food) to the correct local treatment before you configure software defaults.

United Arab Emirates (standard 5%)

The UAE standard rate is 5%. Nursery and pre-school education can be zero-rated (0%) only when the nursery is recognised by the federal or local education regulator and follows a recognised age-appropriate curriculum. Otherwise tuition carries 5%. Uniforms, stationery, extra-fee after-school activities, and recreational trips are generally 5%.

Primary sources: the FTA Education VAT Guide (VATGED1) and the u.ae note on VAT on selected industries.

Saudi Arabia (standard 15%)

Saudi Arabia's standard rate is 15%. Private education is not generally zero-rated. Under Royal Decree A/86, the State bears VAT on accredited private and international school fees (including textbooks) for Saudi citizens only. The school must verify nationality, put the citizen national ID and contact details on the tax invoice, and declare the amount in the designated return field. Non-citizens pay 15%.

Whether a standalone nursery falls in scope depends on Ministry of Education accreditation. Check with ZATCA or your adviser before promising State-borne VAT to families. Sources: ZATCA news on State-borne VAT for citizens and the ZATCA guide (Arabic) on the State's bearing of VAT on private educational services for citizens.

Bahrain (standard 10%)

Bahrain's standard rate is 10%. Educational services by nurseries (دور الحضانة) and kindergartens (رياض الأطفال) are zero-rated, along with subscription, application, and admin fees, curriculum books, and curriculum-related trips. Uniforms, stationery, recreational activities, devices, and food and drink are generally 10%.

See the National Bureau for Revenue page on VAT treatments and policies.

Oman (standard 5%, school fees exempt)

Oman's standard rate is 5%. "School fees set out in the regulations" are exempt, not zero-rated. That distinction affects input VAT recovery: do not treat exempt school fees as if they were zero-rated supplies. Confirm which of your fee lines qualify under the regulations with the Oman Tax Authority or your adviser.

Qatar and Kuwait (VAT not yet introduced)

As of October 2026, Qatar and Kuwait have not yet introduced VAT. Centres there still benefit from clean invoices, credit notes, and statements in local currency (QAR or KWD) so that a future regime change does not require rebuilding fee history from spreadsheets.

How Clayox supports GCC VAT operations

Clayox sets VAT rate and currency per centre. Issue invoices with per-line taxable flags, numbered credit notes, and parent statements. Payments are recorded manually or via uploaded payment proof; there is no payment gateway and no accounting-system integration in the current release.
